MASLOW Foundation: Social Value Statement, Framework

1. EXECUTIVE SUMMARY

The Maslow Foundation has a responsibility to comply with the Public Services (Social Value) Act 2012, to consider how it might improve the economic, social, and environmental wellbeing of the relevant areas it works within. This statement builds upon the Foundations good work to date, to promote and enable further social value benefits for our stakeholders through our commissioned activities, foundation procurement and operational management.

2. BACKGROUND

2.1 This social value statement, framework is aligned to the Public Services (Social Value) Act 2012. The Foundation will always consider how it might improve the economic, social and environmental wellbeing of those we support and the broader communities we work within.

2.2 The Social Value Statement, framework seeks to:
a) Establish a clear understanding of what social value means for the Foundation and what it means to out stakeholders.
b) Set out specific social value pledges which are aligned to our strategic plan.
c) Establish the key principles for how the Foundation seeks to embed practical and effective generation of social value when securing commissioning other social funding.

3. WHAT WE MEAN BY SOCIAL VALUE

3.1 We define social value as ‘The positive impact on local people & communities, local economy and the environment. We will maximise positive participation in hand with evidencing meaningful outcomes for our stakeholders, across our foundation and its community delivery models.’

These can be:
a) Social benefits that deliver positive outcomes for individuals, families and/or communities
b) Economic benefits that strengthen a workforce inclusion, industry, other economic benefit
c) Environmental benefits that result in protection or enhancement of the environment, e.g., carbon reduction or nature protection.

3.2 ‘Our social value pledges are driven by our values of Joy, Hope and Meaning.
3.3 In order to implement this, we seek measurable, verifiable social value indicators that:

• are relevant to what is proposed and proportionate to our commissions, other social grant funding.
• can legitimately be included in commissioned contracts / grant specifications other social funding.
• contribute to achieving local and regional priorities and work inclusively with local authorities.

COMMUNITY Social and Community

Strengthen communities to ensure that everyone lives well and safely together.

Work with the voluntary, community and social enterprise and charity sector (VCSE) to support a range of community activities that focus on participation and meaning. Greenspace community events and activities for people with the care setting.

 

Promote curriculum and career support activities with our service users

 

Coach other voluntary sector and partnerships to provide support to vulnerable individuals at risk of becoming homeless.

 

Support care leavers across our projects by providing Lived Experienced employment and training pathways.

 

Health and Wellbeing

Sustain resilient people and communities, increasing both physical and mental wellbeing.

 

Support to Increase the number of mental health first aiders across the areas we work.

Promote debt management / budgeting awareness coaching to maximise financial fitness.

 

Support households in deprived areas/ care leavers to reduce Healthcare inequality. Provide Healthcare inequality Navigators to maximise access to Health Systems, other Community support services.
Crime and Justice

Support our local people, communities and businesses to feel safe and in their homes, communities and places of work.

 

Reduce criminal behaviour by working with Police and Probation to increase participation and meaningful activity for people aged 18 and over.
ECONOMY Economy

Develop a strong financial delivery model which builds on the area strengths and resources.

 

Increase Permitted earnings opportunities to support growth and resilience for those engaged. Develop a Lived experience workforce to evidence inclusion and accessibility.

 

Increase sustainable delivery models whilst promoting Social Enterprises and development of other Community Interest companies (CICs)
Education and Skills

Develop and increase high quality education and training that enables people to fulfil their potential.

Support training and education pathways which prioritise individuals impacted by health Inequalities and engaged with DWP.

 

Deliver work experience opportunities for Care Leavers aged 18-24, including individuals from under-represented groups. Support care leaver transition services utilising the Governments Permitted earnings Scheme.

 

Promote life skills training for vulnerable people to increase their knowledge of healthy lifestyles, good financial planning, and positive mental health. Promote a Financial fitness model to maximise support for school leavers.

 

Support the development of graduate scheme placements across the areas we work such as social work students.

 

Increase digital inclusion through practical solutions including upskilling, supporting community initiatives, supporting increased access and funding options.

 

Jobs

Support local businesses to grow jobs and keep unemployment rates low.

Develop employment and training opportunities working in partnership with local stakeholders including DWP.

 

Stimulate Joy, Hope and meaning by providing employment opportunities within the Foundation and across the local areas we deliver services.

 

Help to increase the average wage earnings across the areas we work in line with national average.

 

ENVIRONMENT

 

Environment

Protect and enhance our environment, air quality and water and keep Herefordshire a great place to live and work.

Contribute towards achieving net zero carbon in the areas we work by 2030 by reducing greenhouse gas emissions. Evidence our own Sustainability framework for stakeholders.

 

Reduce waste and increase recycling and reuse of waste materials.
Contribute towards achieving biodiversity net gain across the communities we work.

 

LEADERSHIP

 

Leadership

Maslow Foundation to lead and encourage others to adopt forward-thinking strategies that develop, deliver and measure social and local value.

 

Evidence a social value systems leadership approach.

 

Support social value programmes that support and develop the areas we work across. Support young person’s Leadership programmes.

 

Deliver ABCD engagement events encouraging VCSE and SME participation, promoting system inclusion opportunities and social value.

GUIDING PRINCIPLES / KEY ELEMENTS

4.1 Maslow will ensure,

a) The Foundation will be clear on its social values and evidence them.
b) Promote Lived experience opportunities as widely as is viable.
c) Hold “Asset Based Community Development” awareness events wherever possible.
d) Work to ensure smaller providers are supported where reasonable.
e) Look at a variety of delivery models which offer opportunities to smaller providers.
f) Evidence a “systems leadership approach” driving the importance of social value with our partners and stakeholders.

5.IMPLEMENTATION

5.1 In order to promote and monitor social value, a number of key activities will form part of any implementation to evidence our Social Value Statement:

a) The Foundation will provide guidance on the development and implementation of social value for the area worked within.
b) The Foundation will maximise early stakeholder engagement as part of our commissioning activity.
c) Social value to be a key feature of the ABCD training delivered to stakeholders involved in commissioning.
d) Maslow will ensure Lived experience roles are embedded across all levels of our Foundation.
e) Lived experience will inform “where we are” and “where we want to be”

6.REPORTING ON SOCIAL VALUE

6.1 It is the responsibility of the Foundation to measure social value through service planning and delivery. Social outcomes and impact will be captured and identified in operational decision reports and social value measured within contract management practices.

6.2 The Foundation will work with partners to ensure that there are practical tools and frameworks to support social value that:

a) Complement Commissioning outcomes
b) Does not have a negative impact on staff or other stakeholders

6.3 The Foundations Social Value research and innovation team will support National Themes, Outcomes and Measures and feed into best practice.

7. RESPONSIBILITIES

7.1 Maslow Trustees: will act to provide social value advice and guidance when required.

7.2 Maslow Leadership Team: are responsible for guiding the Foundations strategic approach to developing social value through collaboration with partners and market development.

7.3 Maslow Service Managers: are responsible for communicating a commitment to social value through engagement with Stakeholders, and for ensuring that social value is effectively embedded in service planning and delivery. To work with other stakeholders and partner organisations to achieve and demonstrate social value.

7.4 VCSE: to promote the benefits of social value, can provide advice as well as information and signposting to tools and techniques for measuring social value to Voluntary, Community and Social Enterprise sector.

7.5 Energy and Environmental Management teams: will provide guidance on how social value can be achieved in relation to environmental sustainability.

7.6 Economic Local Chamber of Commerce: will provide guidance on how social value can be achieved in relation to local workforce and economy development opportunities.

7.7 Adult and community Learning team: will provide guidance on adult learning and career pathways.

7.8 Maslow Social value Champion: shall ensure services are aligned to meet our social value framework delivery outcomes.
