The Maslow Foundation in collaboration with Surrey County Council has launched Hope for Change, a new service that offers temporary housing solutions for those individuals causing harm through domestic abuse. This allows their partner and family to stay securely in their own homes while maintaining vital connections to their support networks and ongoing access to specialised community services.
H4C supports victims of domestic abuse and promote a safer community for all, throughout Surrey.
- New, innovative victim support service.
- Ensures enhanced safeguarding provision.
- Provides intensive housing management.
- Delivers collaborative multi-agency working through secure, real-time information sharing.
- Offers value added aspect to the community through our Innovation and Sustainability fund.
- Guarantees a relevant and effective service though our commitment to evidence-based decision making and research and evaluation.

We are confident that H4C will help set the tone beyond Surrey’s County borders, in creating safer and more supportive environment for all those affected by domestic abuse. With this innovative housing initiative, we aim to reset the scales of justice and create a more equitable landscape of supporting Surrey’s whole family approach.

Virtual Referral Hub Service

In September, Thames Valley Police and the Maslow Foundation launched a pilot program in Oxfordshire, aiming to empower women through a strengths-based, meaningful referral service that bridges the gap between custody and community services, ensuring support from the first point of contact within the Criminal Justice System and fostering their ability to flourish with a seamless, evidence-driven safeguarding model
- Close the latency gap between a referral whilst a female is in custody and being introduced to an agency/partner/charity/responsible person with whom to work.
- Supporting women impacted by the criminal justice system to access meaningful support that helps them to meet their needs and build aspiration.
- Ensure a seamless approach to joining community services across the Thames Valley area together via a single point of contact, for a whole system approach of support in the community.

- Ensure that opportunities are created for women offenders to have their needs identified at their first contact with the CJS and to provide holistic and appropriate support.
- Improve safeguarding for females by implementing new system that can evidence improved communication and engagement across third sector organisations.
- Guarantee a relevant and effective service though our commitment to evidence-based decision making and research and evaluation.

Family Connections Project

We have partnered with Sussex Prisoners’ Families to launch a pilot project aimed at supporting women at risk of imprisonment and their families. We focus on understanding, and addressing the impacts of potential custodial sentences. This initiative is dedicated to capturing the voices and concerns of both the women and their children, utilizing the Child Impact Assessment Toolkit to inform judicial decisions and provide comprehensive family support
- Use of a standardised assessment to identify who could care for the child(ren) should mum go to prison and identify support needs of the female & family
- Using the Child Impact Assessment Toolkit (Prison Reform Trust, publication November 2022) to find out children’s feelings, wishes and concerns

- Providing information about relevant support/services
- Family support provided by SPF
- Providing this information to PSR authors to ensure that magistrates and judges understand the impact so they can make well informed decisions

Housing Solutions
In our commitment to address the ongoing housing crisis, Maslow has strategically partnered with social property investors. Creating safe spaces, both psychological and physical, is at the heart of every project we undertake. This partnership enables us to furnish secure homes that are fundamental to nurturing human growth and well-being. With access to approximately £75 million worth of housing stock through our partners, we’re positioned to make a significant impact in creating homes and fostering a sense of belonging – key elements in Maslow’s pyramid of needs.
Without the foundation of a safe and secure home, the journey towards flourishing is immensely challenging. The locations of these properties are thoughtfully chosen to promote sustainable and healthy living. Situated near essential services and shops, they encourage walking and cycling, leading to cleaner air and quieter communities
The Maslow Foundation’s partnership with Urban Nest Housing Solutions complements this by offering vital accommodation support and proactive tenancy management, ensuring that participants receive not just a house, but a place where they can truly belong and thrive.
